With journals, looking at the pages and cover designs are a big part of journal writing as its content because it can say a lot about your personality (or sometimes people will give you journals for gifts like in my case--though I do buy my own jounrals on occassion).
Pages
Page quality is important to make writing more simple. When I look in a journal, I like to compare the pages to other journals and how sturdy they are. If the pages are too thin, it can tear or fold easily.
Some people have preferences if their pages are lined, blank, or graph-lined journals. Just bringing this up just to let ya know!

Cover Designs
With the designs, there are many types from a gold leaf designs to simple color journals. From my experience, try not to get journals with a type of gold leaf design (or gold dust design embellishment I'm not sure what they're actually called) and the reason why is that I found them to peel off easily. I can easily rant about those gold metallic embellishments easily. That's for another time, maybe a story time.
In short, journal writing does not have an exact set of rules to go by. Go off with what works best for you!
